Contributing
Issues and discussion are welcome.
Pull requests that change normative text in SPEC.md, or any published Rubric, require prior written agreement with Craig Thomas Ellrod as maintainer. Craig Thomas Ellrod is responsible for the editorial text of the specification and its Rubrics; conformance is determined from the records, the Rubric, and the normative text (SPEC Section 15).
Published Rubric files are never edited. A proposed change to a Level condition, threshold, Weight, Ceiling, or Band is a proposal for a new Rubric version, and MUST state its reason and the conformance vectors it changes (SPEC 7.9).
A proposal to change a rubric MUST disclose whether the proposer, or anyone funding the proposer, is a Provider, Holder, or Rater whose ratings the change would raise or lower.
Submitting a contribution does not create a patent grant from you, or from Craig Thomas Ellrod. Patent rights are reserved by Craig Thomas Ellrod. All contributors and implementers must follow the attribution requirements in NOTICE.md.
