Governance
Work: PP-SPEC-095 Proof of Coverage Maintainer: Craig Thomas Ellrod (Proof Protocol)
Who governs
Proof Protocol is governed by the Proof Economy Standards Alliance (PESA), practitioner-led and vendor-neutral (proofeconomy.foundation). Until the PESA structure is established, Craig Thomas Ellrod maintains this specification as part of Proof Protocol.
- Vendors may contribute. They do not govern. A party with a commercial stake in Determinations under this specification may file issues and propose text. It may not set or vote on the requirements it is measured against.
- Editorial, not judicial. The maintainer is responsible for the editorial text. Whether a declaration, Determination or record conforms is determined from its records against the normative text, and is not decided by the maintainer (SPEC Section 14).
- Specification and certification are separate. This specification does not certify anyone. Certification, where it exists, is a separate determination under PP-SPEC-009.
How the text changes
- Issues first. Any proposed change starts as a public issue on this repository.
- Normative changes. A change to MUST, SHOULD or MAY text in SPEC.md requires the maintainer's written agreement and a new version.
- Versions. Versions follow
major.minor.patch. A patch fixes wording without changing meaning. A minor version adds requirements or options. A major version changes or removes a requirement. Every version is tagged and recorded in CHANGELOG.md. - No silent edits. Released versions are never rewritten. History is the audit trail.
- Records outlive versions. A Claim Record states the specification version it was determined under, and is judged against that version.
Transparency
Every version carries AI_DISCLOSURE.md, FUNDING.md, REVIEWERS.md and ACKNOWLEDGEMENTS.md, kept current before any release is tagged.
Ethics
Everyone who maintains, contributes to, funds, or relies on this specification follows the Proof Economy Code of Ethics (ETHICS.md). PESA may terminate a license grant for non-compliance under LICENSE.md.
